A key appointment at India's Election Commission has sparked concerns among senior officials over procedural irregularities. Two Election Commissioners have raised questions about whether proper administrative channels were followed in IT department leadership matters.

A recent appointment at the Election Commission of India (ECI) has triggered an internal dispute over administrative protocol and chain of command procedures. Election Commissioners S.S. Sandhu and Vivek Joshi have written to the Cabinet Secretary flagging concerns about how departmental files were handled regarding the appointment of the ECI's IT department head, Dr Seema Khanna.
The core issue centers on whether proper administrative procedures were followed during the appointment process. According to the Commissioners' communication, files related to Dr Khanna's position were not routed through Rajeev Kumar, a seasoned officer who typically oversees such matters within the ECI's administrative structure.
The deviation from established protocols has raised questions about governance standards within India's apex election body. The Commissioners contended that circumventing the regular administrative channel represented a procedural violation, particularly given Kumar's experience and institutional position.
The matter highlights ongoing tensions within the ECI regarding administrative hierarchies and decision-making processes. As the constitutional body responsible for conducting elections across India, maintaining clear procedural frameworks is considered essential to institutional credibility and operational efficiency.
The issue now rests with the Cabinet Secretariat to examine whether the appointment followed requisite government procedures and protocols applicable to autonomous constitutional institutions.
