Electoral body scrutinises voter enumeration form for regulatory compliance

Questions have been raised about the compliance status of the enumeration form used during the Special Intensive Revision (SIR) process, with electoral officials pointing to potential deviations from prescribed regulatory frameworks.

Under Rule 8 of the Representation of the People (Preparation of Electoral Rolls) Rules, 1960, the Electoral Registration Officers are mandated to use Form-4 when collecting elector details during all categories of electoral roll revisions. This includes both Special Summary Revision and Special Intensive Revision procedures.

The prescribed Form-4 serves as the standardised instrument for gathering voter information across the country, ensuring uniformity and consistency in electoral roll maintenance. The regulatory framework was established to maintain procedural integrity throughout the voter enumeration process.

Electoral officials are currently examining whether the SIR enumeration form aligns with these longstanding regulatory requirements. The outcome of this compliance review could have implications for ongoing or future electoral roll revision exercises across jurisdictions.

The Election Commission of India has not yet issued formal guidance on the matter, though such procedural questions typically fall within its regulatory purview.
