ERC establishes safeguards against duplicate electricity billing charges

The Energy Regulatory Commission (ERC) has moved to protect Philippine electricity consumers from duplicate billing through newly implemented regulations. Under Resolution No. 30, Series of 2026, the ERC established uniform rate structures for "Other Charges" that distribution utilities may impose on customer accounts.

The regulatory body clarified that such miscellaneous charges may generally be assessed only when specifically requested by customers or when directly attributable to individual service requirements. This standardization aims to prevent the inconsistent application of fees across different utility service areas and reduce billing disputes.

The resolution represents the ERC's response to recurring complaints from consumers regarding unexplained surcharges and duplicate fees appearing on monthly electricity bills. By implementing uniform guidelines, the commission seeks to enhance billing transparency and provide customers with clearer understanding of what they are being charged for.

Distribution utilities nationwide are required to comply with the new rate standards established in the resolution. The ERC emphasized that the measure strengthens consumer protection mechanisms while maintaining the operational viability of distribution companies serving various regions across the country.
