Escudero seeks real property tax exemption for condo, subdivision shared spaces
A Senate bill would exempt common areas in residential subdivisions and condominiums from real property taxes, potentially providing relief to millions of middle-class Filipino homeowners burdened by property tax obligations.

MANILA — Senator Francis 'Chiz' Escudero has filed legislation aimed at reducing the tax load on residential property owners by exempting shared facilities from real property taxes. Senate Bill No. 2569 proposes amendments to Section 234 of the Local Government Code, which currently governs property tax assessments across the country. The measure targets common areas within residential subdivisions and condominium complexes, including amenities such as hallways, lobbies, recreational facilities, and other communal spaces maintained for residents' collective use. Escudero's proposal addresses concerns that middle-class homeowners face escalating financial pressures from property tax assessments on portions of their residential properties they do not exclusively control or benefit from individually. The senator argues that exempting these shared spaces from real property taxes would translate into lower overall assessments for individual unit owners, providing meaningful financial relief to millions of Philippine families. The bill represents an effort to make homeownership more affordable while acknowledging the distinction between private residential units and communal infrastructure managed by subdivision and condominium associations. The measure now awaits committee deliberation in the Senate.
