EU introduces additional handling charge for non-European parcels
The European Union is implementing a new processing fee on packages arriving from outside the bloc, effective November 1st. This latest measure supplements existing tariffs introduced earlier this year on small shipments.

The European Union will introduce a handling charge on parcels originating from countries outside the EU bloc starting November 1st. The fee is designed to cover administrative and processing costs associated with managing cross-border shipments.
This new levy comes alongside existing duty structures already in place. In July, EU authorities implemented a €3 customs duty on small packages valued below €150, marking a significant shift in how the bloc treats international e-commerce shipments.
The combined effect of both measures represents a notable increase in the total cost of importing goods into the EU from overseas. Small package importers, including individual online shoppers and businesses, will face cumulative charges that extend beyond traditional tariff rates.
The changes reflect broader EU efforts to generate revenue from international trade and establish more uniform treatment of imported goods. Officials have stated the measures aim to create fairer competition between domestic and foreign merchants operating within the European market.
Business groups and consumer advocates have raised concerns about the cumulative impact of the levies on cross-border shopping and international commerce. The new framework is expected to particularly affect Malaysian businesses and consumers engaged in direct trade with EU member states.
