EU seeks safeguards as expansion plans accelerate following Ukraine crisis
The European Union is developing protective measures to maintain effective governance as it prepares for potential enlargement, with Ukraine and Moldova advancing their membership applications following Russia's invasion.

The European Union is moving to strengthen its institutional safeguards as it faces the prospect of significant expansion in the coming years. The geopolitical upheaval triggered by Russia's invasion of Ukraine has accelerated membership ambitions across Eastern Europe, with both Ukraine and Moldova joining the ranks of nations pursuing EU accession.
EU officials are concerned that admitting multiple new member states without adequate structural reforms could undermine the bloc's decision-making processes and operational efficiency. The expansion would increase the union's membership considerably, necessitating mechanisms to ensure the organisation remains functional despite its larger size and more diverse membership base.
The timing of these safeguard discussions reflects the EU's dual challenge: responding to geopolitical realities and security concerns in its eastern neighbourhood while preserving institutional coherence. Ukraine and Moldova have signalled their commitment to meeting EU standards and requirements as part of their accession processes.
EU leaders are expected to continue deliberations on institutional reforms needed to accommodate new members without compromising the union's ability to legislate and coordinate policy across member states. These measures are viewed as essential prerequisites to managing what could become the bloc's most significant expansion since the early 2000s.
