Ex-DPWH chief says Pangandaman knew of 'leadership fund,' Marcos did not

MANILA — Former Department of Public Works and Highways chief Manuel Bonoan testified before the Sandiganbayan Fifth Division on Tuesday that ex-Budget and Management Secretary Amenah Pangandaman had knowledge of a so-called 'leadership fund' allocated within the DPWH's 2025 budget.

Bonoan's testimony indicated that while Pangandaman was aware of the controversial fund, President Ferdinand Marcos Jr. was kept in the dark about its existence and provisions. The distinction in knowledge among officials could be significant to the court's investigation into the budgetary matter.

The 'leadership fund' has become a focal point of scrutiny, with questions raised about its purpose, allocation procedures, and oversight mechanisms within the public works department. The testimony marks a key development in proceedings examining how the fund was incorporated into the national budget without apparent presidential knowledge.

The Sandiganbayan Fifth Division is hearing evidence in what appears to be an investigation into administrative and budgetary irregularities. Further testimonies and documentary evidence are expected as the case progresses through the court system.
