MANILA — Felisardo Casuno, a former project engineer with the DPWH Region IV-B office, testified before the Sandiganbayan Sixth Division on Tuesday that he had no knowledge of nighttime construction activities by contractor Sunwest on the allegedly substandard road dike project in Oriental Mindoro.
Casuno's statement comes as part of ongoing legal proceedings investigating the quality and oversight of the infrastructure project. The case centers on allegations that the road construction work fell below required standards.
The former DPWH official's testimony appears designed to distance himself from responsibility for monitoring contractor activities during night hours. The claim raises questions about supervisory protocols and whether adequate oversight mechanisms were in place during the project's execution.
The Sandiganbayan is hearing evidence from multiple parties connected to the Oriental Mindoro project as it continues its investigation into potential irregularities in the road dike construction and the roles of various government and private sector officials involved.
