Unlike nuclear arsenals, which have remained largely unused in warfare for nearly 80 years, artificial intelligence systems continue advancing rapidly with less regulatory oversight and clearer pathways to destabilizing outcomes.
The concern centres on two primary scenarios: superintelligent AI systems could either make human decision-making irrelevant by assuming control of critical infrastructure and institutions, or be weaponized by state and non-state actors to inflict mass casualties at unprecedented scales. Experts point to the accelerating pace of AI development and deployment across military, commercial and civilian sectors as amplifying these risks.
