Foreign workers were spotted giving away used beverage containers to a man and woman outside Jurong Point shopping mall, according to eyewitness accounts. The workers involved in the distribution reportedly characterised the giveaway as inconsequential, noting that each container carries a nominal refund value of 10 cents under Singapore's Beverage Container Return Scheme (BCRS).
The incident raises questions about how some individuals interpret their obligations under the national recycling initiative, which was introduced to encourage proper disposal and recycling of beverage containers. Participants in the scheme are incentivised to return containers to designated collection points rather than dispose of them through other means.
The BCRS, which came into effect in 2022, applies to most beverage containers sold in Singapore and offers consumers a monetary incentive for returning empty containers. While the scheme permits the transfer of containers between individuals, the circumstances and intent behind such transfers remain subject to scrutiny.
The incident underscores ongoing challenges in promoting consistent compliance with recycling practices across diverse communities in Singapore, particularly among transient populations. Authorities have not publicly commented on the matter as of press time.
