Four arrested in US police database abuse probe; audit finds misuse

Four former employees of the Savannah Police Department have been arrested following an internal audit that revealed widespread misuse of the Flock Safety license plate reader system. The audit examined 39,000 searches conducted on the automated vehicle identification platform, identifying 127 queries flagged for potential violations of protocol.

Of the flagged searches, investigators determined that 34 were unjustified—meaning officers conducted database lookups without legitimate law enforcement purposes. The findings represent a concerning breach of procedures governing access to sensitive surveillance technology increasingly deployed by police departments across the United States.

Beyond the arrests, the Savannah Police Department terminated six employees in connection with the misuse allegations. The Georgia Bureau of Investigation has assumed lead responsibility for the case and continues to examine the full scope of improper database access.

The incident underscores growing scrutiny of law enforcement agencies' use of automated license plate recognition systems, which can rapidly identify vehicle locations and movements. Privacy advocates have warned that inadequate internal controls over such technology create substantial opportunities for abuse and unauthorized surveillance.
