French official tours climate resilience project in northern Vietnam

Éléonore Caroit, France's Minister Delegate for Francophonie, International Partnerships and French Nationals Abroad, inspected the expanded Hoa Binh Hydropower Plant and reviewed a climate-resilient urban development project in Hoa Binh city during her October 18 visit to northern Vietnam.

The tour reflected France's commitment to supporting Vietnam's efforts to strengthen resilience against climate impacts through infrastructure modernization and sustainable urban planning. The Hoa Binh facility represents a key component of Vietnam's hydropower capacity, while the urban development initiative demonstrates approaches to integrating climate adaptation into city planning.

The ministerial visit comes as France and Vietnam expand cooperation across multiple sectors. The two nations are scheduled to hold Vietnam Days in France from October 24–30, providing a platform for cultural and economic exchange. Simultaneously, bilateral efforts are advancing in emerging fields including quantum technology research and development of the cultural industries sector.

These initiatives reflect a deepening partnership between the two countries on issues ranging from climate resilience to technological innovation and cultural cooperation.
