Global framework needed for military AI before battlefield use: Indian expert
International norms for military artificial intelligence must be established during the research and defence planning stages, before AI-enabled systems see actual combat deployment, an Indian defence analyst has warned at a major security forum in Beijing.

Sujan R Chinoy, Director General of the Manohar Parrikar Institute for Defence Studies and Analyses, called for urgent global governance frameworks around military AI applications while addressing the Beijing Xiangshan Forum, China's premier international security dialogue platform.
Speaking on the theme of "AI & Future Warfare," Chinoy emphasised that artificial intelligence is fundamentally reshaping modern conflict by accelerating decision-making cycles and introducing previously unknown strategic vulnerabilities. These technological shifts, he argued, demand coordinated international responses before autonomous systems become operational in active theatres.
The forum, held on September 15-16, brought together defence and security experts from multiple nations to discuss emerging challenges in global security architecture. China's Minister of National Defence Dong Jun inaugurated the event, which provided a platform for dialogue on managing technological disruption in defence sectors.
Experts and strategic policymakers increasingly acknowledge that without proactive regulatory frameworks established at research and planning stages, the rapid advancement of military AI systems could outpace the international community's ability to manage risks effectively. The call for early-stage norm-setting reflects growing consensus that governance mechanisms must precede technological deployment rather than follow it.
