India's GST Council has widened the ambit of allowable input tax credits, bringing fresh categories of business expenses within the refund framework. Businesses can now claim credit on employee insurance policies, telecom infrastructure tower expenses, pipeline costs, and certain free product samples distributed for promotional purposes.
The expanded credit eligibility marks a significant shift in the country's indirect tax regime, aimed at reducing the tax burden on intermediate supplies that feed into the supply chain. Companies previously unable to recover taxes paid on these items will now benefit from the streamlined provisions, potentially lowering their effective cost of operations.
Simultaneously, the Council has eased refund rules by extending eligibility to input services and machinery, streamlining the claims process for businesses seeking to recover excess tax paid. The move addresses long-standing grievances from the manufacturing and services sectors, where accumulated input credit has constrained working capital.
These amendments are expected to improve liquidity for businesses across sectors and reduce disputes with tax authorities over credit admissibility. The changes underscore the Council's continued calibration of GST rules to enhance business competitiveness while maintaining the integrity of the indirect tax system.
