GST Council greenlights reforms to streamline refunds and cut compliance burden
India's GST Council has announced a series of reforms aimed at simplifying refund procedures, easing registration requirements and reducing litigation. The changes are set to take effect from April 1, 2027.

The GST Council has unveiled a comprehensive reform package designed to address long-standing procedural challenges facing businesses across the indirect tax regime. Finance Minister Nirmala Sitharaman stated that the reforms address approximately 99% of outstanding issues related to GST rates and processes, signalling substantial progress in ironing out inconsistencies in the nearly decade-old goods and services tax system.
The initiative targets three key areas: streamlining the refund mechanism to accelerate payouts to eligible businesses, simplifying the registration process to reduce entry barriers for new taxpayers, and implementing measures to curtail protracted litigation over tax disputes. By tackling these pain points, the Council aims to improve the ease of doing business and reduce compliance costs for enterprises operating under the GST framework.
Sitharaman indicated that while the current package addresses the vast majority of structural issues, the government remains open to further refinements. "The door is not closed to further reforms," she noted, underscoring the administration's commitment to continuous improvement of the tax regime. This signals that businesses can expect ongoing adjustments to enhance the GST system's efficiency and fairness.
All announced modifications are scheduled to come into effect from April 1, 2027, providing businesses with adequate time for adjustment and planning. The phased implementation approach reflects the Council's recognition of the need to allow taxpayers and tax authorities sufficient lead time to prepare for the changes and update their systems accordingly.
