GST Council set to adopt sweeping compliance reforms for businesses
India's GST Council is expected to approve significant procedural reforms aimed at easing tax compliance for businesses, including simplified registration for e-commerce sellers and stronger protections for input tax credits.

The GST Council is scheduled to consider a comprehensive package of process reforms on Wednesday designed to streamline tax administration and reduce compliance burden on businesses across the country. The proposed changes, collectively termed GST 2.0 process reforms, seek to simplify critical procedures including business registration and return filing while making the movement of goods more predictable and reducing disputes between taxpayers and tax authorities.
A key proposal under consideration would permit small sellers operating through e-commerce platforms to register their place of business at the platform's warehouse in states where they lack physical premises. Under this arrangement, sellers would need to establish genuine presence in at least one state, where physical verification and Aadhaar authentication would be completed. Registrations in other states could then be obtained with the e-commerce platform's consent, eliminating the need for further involvement by tax officials in those jurisdictions.
Among other measures being deliberated, the Council is expected to examine proposals to strengthen protections for legitimate input tax credit claims and measures to reduce litigation involving low-value disputes between businesses and tax authorities. These changes form part of a broader agenda to make India's goods and services tax regime more business-friendly while maintaining tax compliance standards.
The reforms reflect ongoing efforts to address operational challenges that have emerged since the GST system's implementation, with policymakers seeking to balance the need for effective tax administration with the imperative of reducing procedural friction for compliant businesses.
