Hai Phong has attracted more than $3.638 billion in foreign direct investment through September 2026, representing 93.3 percent of its full-year target of $3.9 billion. The robust inflow underscores the city's competitive position among Vietnam's investment destinations and is fueling economic expansion at double-digit rates.
The surge in investor interest has prompted Hai Phong authorities to undertake a comprehensive overhaul of its industrial infrastructure and capabilities. Prime Minister directives have emphasized the need for the city to strengthen its strategic leadership capacity while positioning itself as a regional growth engine.
To sustain momentum, Hai Phong is prioritizing the development of a highly skilled maritime workforce capable of meeting international standards. The initiative reflects recognition that foreign investors increasingly demand world-class human capital and operational excellence.
Simultaneously, the city is advancing construction of a modern port system designed to support Vietnam's broader economic aspirations. These infrastructure improvements are intended to enhance Hai Phong's logistics capabilities and attract higher-value manufacturing and services sectors.
