Hanoi positioned as Capital region's economic engine under new development strategy

Hanoi has been identified as one of two primary economic growth centers for the nation under Politburo Resolution No. 27-NQ/TW, adopted on August 28, 2026, marking a strategic pivot in how the country approaches regional spatial planning. The resolution on regional development and organization of national development space signals that policymakers are moving beyond traditional administrative divisions to pursue integrated metropolitan growth.

The framework calls for intensified collaboration between the capital and surrounding localities across multiple sectors, including infrastructure development, economic activity, scientific and technological innovation, and resource management. This approach aims to maximize the Hanoi metropolitan area's potential as an economic engine for northern Vietnam and the broader region.

Implementing this vision, Hanoi has launched 18 priority projects valued at approximately 4.94 billion USD, part of efforts to modernize the city's economic foundation. The capital is simultaneously stepping up targeted investment promotion initiatives to deepen its engagement in global value chains and attract international business participation.

The strategic repositioning reflects recognition that Hanoi's growth trajectory—now 72 years since Vietnam's liberation—requires breaking down institutional barriers to foster seamless economic integration across the metropolitan zone. Officials view this coordinated regional development model as essential to competing effectively in an increasingly globalized economic landscape.
