The Red River, long managed primarily for flood prevention and serving as a natural boundary between urban districts, is entering a new chapter in Hanoi's urban strategy. City planners have designated the waterway as a key ecological and cultural axis within the capital's long-term master plan, signaling a fundamental shift in how the river is integrated into metropolitan development.

The centerpiece of this transformation is the Red River Landscape Boulevard project, which received municipal approval with an estimated investment of nearly $28 billion. The ambitious initiative will reshape riverfront areas and establish new green spaces, recreational zones, and cultural facilities along the waterway's course through Hanoi.

Implementation of the project will involve the relocation of six resettlement areas, marking a significant undertaking in terms of urban reorganization and community displacement.
