Haryana fuel pumps ordered to verify pollution certificates before sales
The Haryana transport department has mandated that petrol pumps and retail fuel outlets in NCR districts verify valid Pollution Under Control Certificates before refuelling vehicles, aligning with national air quality management directives.

In a move to strengthen air pollution control measures across the Delhi-NCR region, Haryana's transport department has issued directives requiring all fuel retailers in the state's NCR districts to conduct mandatory verification of valid Pollution Under Control Certificates (PUCC) before dispensing fuel. The enforcement comes as part of the "No PUC, No Fuel" rule, which became effective across Delhi and the National Capital Region from October 1 under guidelines issued by the Commission for Air Quality Management (CAQM).
The directive applies to petrol, diesel, and CNG stations operating in Haryana's NCR districts. Fuel retailers are required to deny service to vehicles without current PUCC documentation, effectively blocking non-compliant vehicles from refuelling within the region.
The Haryana government has complemented this measure with additional technological interventions, including the deployment of automatic number plate recognition (ANPR) camera systems at petrol pumps across NCR districts. These systems are designed to monitor vehicle compliance and support enforcement of vehicular emission standards.
The initiative reflects the broader regional strategy to combat vehicular pollution, which remains a significant contributor to deteriorating air quality in the National Capital Region during winter months. By restricting fuel access for non-compliant vehicles, authorities aim to incentivise vehicle owners to maintain valid PUCC documentation and adhere to emission norms.
