Malaysia's Health Ministry plans to broaden its Hospital Services Outsourcing Programme under the 2027 budget, aiming to reduce patient waiting times across the country's public healthcare system.

The Ministry of Health (MOH) will scale up its Hospital Services Outsourcing Programme (HSO) as part of efforts to alleviate congestion in public hospitals and improve service delivery, according to announcements made in Ipoh on Friday.
The expanded programme forms part of the ministry's strategy to address mounting pressure on Malaysia's public healthcare infrastructure, where extended waiting times have become a persistent concern for patients requiring both outpatient and inpatient services.
By outsourcing certain hospital services to private sector partners, the MOH aims to free up capacity within public facilities while maintaining quality standards and affordability for patients. The initiative is expected to be detailed further in the 2027 budget allocation, which will outline the scope and scale of the expansion.
The outsourcing programme represents a key component of the health ministry's broader modernisation agenda, which seeks to optimise resource utilisation across the public healthcare system while ensuring equitable access to medical services for all Malaysians.
