Higher Basic Pay Could Boost DA, HRA for Indian Government Staff
Employee unions have urged the 8th Pay Commission to raise minimum basic pay and annual increment rates, arguing that increases would have cascading benefits across multiple allowances and retirement benefits.

Employee organizations have submitted demands to the 8th Central Pay Commission seeking a significant increase in basic pay for government staff, along with higher annual increment rates. The unions have proposed raising the minimum basic pay from ₹69,000 to ₹72,000 and increasing the annual increment rate from 3 per cent to 6 per cent.
According to the submissions, a higher basic pay would not merely translate into increased monthly salaries. The unions argue that raising the base pay structure would have a multiplier effect across the compensation framework, benefiting dearness allowance (DA), house rent allowance (HRA), and other allied payments.
The impact of enhanced basic pay extends beyond regular monthly disbursements. Retirement benefits and pension calculations, which are typically indexed to basic pay, would also see corresponding improvements. This means pensioners drawing benefits based on their basic pay at retirement would receive higher pension amounts going forward.
The 8th Pay Commission is expected to review the existing pay structure and make recommendations to align compensation with current economic conditions and employee expectations. The union representations highlight concerns about maintaining purchasing power and ensuring adequate remuneration across the government workforce.
