Ho Chi Minh City has received approval for an expansive long-term development strategy that positions the megacity as a multi-pole economic hub through 2120. The framework designates five distinct growth centers, each with specialized functions to maximize economic efficiency and competitiveness.
The central zone will anchor international financial services, establishing Ho Chi Minh City as a regional banking and investment destination. The eastern sector prioritizes innovation and technology development, while northern areas will concentrate on industrial production, advanced manufacturing and logistics operations. Southern zones will leverage maritime advantages for seaport development, free trade activities and energy infrastructure, while western regions will focus on urban expansion, educational facilities and healthcare services.
The strategic plan reflects efforts to transform Ho Chi Minh City into a globally competitive metropolitan center capable of driving national economic growth. Authorities have signaled intent to strengthen municipal autonomy and implementation capacity to realize the vision, with financing mechanisms including municipal bonds and project-specific debt issuance already under discussion.
The city is simultaneously pursuing expanded international partnerships to support the development agenda. Recent initiatives include cooperation discussions with the United Arab Emirates on energy projects and efforts to mobilize capital through Vietnam International Financial Centre mechanisms for infrastructure investment.
