Ho Chi Minh City has launched three integrated digital platforms aimed at streamlining public services and administrative procedures for residents. The initiatives leverage mobile applications and centralized databases to enhance efficiency across transportation, vital records, and emergency services.

The three models represent a significant shift toward digital-first service delivery in Vietnam's largest city. The first initiative integrates the municipal public transport system into the VNeID electronic identification application, consolidating transportation access through a centralized digital platform. This allows residents to manage transit services more conveniently through a single mobile application.
The second model establishes a connected database for birth and death records, designed to expedite administrative procedures that traditionally required in-person visits and extensive documentation. By digitizing vital records management, the city aims to reduce bureaucratic delays and improve data accuracy across government agencies.
The third component deploys community rapid-response teams linked to the existing 1022 hotline service. These teams assist residents in registering deaths from home, reducing the need for bereaved families to navigate multiple office visits during difficult periods. The hotline-connected model extends digital convenience to essential services while maintaining human support.
The three models collectively represent Ho Chi Minh City's broader strategy to modernize public administration and improve citizen experience through digital transformation. Officials have positioned the initiatives as part of efforts to enhance service accessibility and reduce administrative burdens across key municipal functions.
