Ho Chi Minh City is moving to establish English as a core competency across its schools through a comprehensive initiative aimed at enhancing language education and international readiness. The municipal education authorities have set measurable targets for the 2027-2028 academic year to systematically upgrade English capabilities at all levels of the school system.
Under the initiative, the city aims to ensure that 20-30 percent of school managers, teachers, and staff complete English proficiency training programs. Simultaneously, officials plan for 30 percent of training establishments to offer specialized instruction in English, STEM, and STEAM teaching methodologies, preparing educators to deliver modern, multilingual curricula.
The plan also calls for at least 30 percent of educational establishments to create fully English-speaking environments within their premises, while a minimum of 15 percent of schools will teach academic subjects entirely in English. These measures are designed to create immersive learning experiences and prepare students for an increasingly globalized economy.
The initiative reflects growing recognition among Vietnamese policymakers that English proficiency is essential for economic competitiveness and international engagement. By establishing concrete benchmarks and timelines, Ho Chi Minh City is seeking to position itself as a regional education hub capable of producing graduates with world-class language skills.
