Ho Chi Minh City authorities are moving forward with plans to issue municipal and project bonds as a mechanism to finance infrastructure development, leveraging the Vietnam International Financial Centre (VIFC) as the execution platform.
Beyond generating capital for infrastructure initiatives, the bond issuance programme forms part of VIFC-HCMC's broader strategic framework, with bond market development identified as one of four core product pillars for the financial hub.
The initiative is designed to bridge domestic infrastructure financing requirements with international investor pools and global financial institutions. By channelling investments through VIFC, Ho Chi Minh City aims to create a more structured funding pathway for major projects while building institutional capacity.
The mechanism is also expected to stimulate ancillary financial services including issuance advisory, capital arrangement, credit rating assessments, and risk management solutions. These specialised services would support both the city's infrastructure agenda and the broader development of Vietnam's international financial market competitiveness.
The move reflects Ho Chi Minh City's efforts to diversify funding sources and strengthen its role as a regional financial centre amid growing infrastructure demands.
