Hong Kong to unveil first five-year development blueprint

Hong Kong will roll out its first-ever five-year development plan on September 16, marking a significant shift towards structured long-term governance in the Asian financial hub.

Chief Executive John Lee has indicated that the blueprint will underscore his administration's focus on policy continuity, establishing a framework for sustained economic and social development across multiple sectors.

The move reflects Hong Kong's adoption of longer-term planning mechanisms, aligning with approaches used across mainland China and other regional economies. The plan is expected to address key priorities including economic diversification, talent attraction, and infrastructure development.

Lee's administration, which took office in July 2022, has emphasised stability and forward planning as central pillars of its governance approach. The five-year plan is likely to outline targets and strategies across areas including finance, innovation, and public services.

The announcement comes as Hong Kong seeks to reinvigorate its competitive position in the region following economic challenges related to the pandemic and social disruptions in preceding years.
