House prosecutors urged to seek supermajority in Duterte impeachment trial

House impeachment officials have advised prosecutors to pursue a higher conviction threshold in Vice President Sara Duterte's Senate trial, despite the chamber's adoption of a lower 14-vote requirement.

MANILA — House impeachment adviser and trial spokesperson Robert Ace Barbers said prosecutors should aim for 16 votes to convict Vice President Sara Duterte, even as the Senate impeachment court has set the conviction threshold at 14 votes.

Barbers's recommendation signals the House prosecution team's strategy to build the strongest possible case against the Vice President in the ongoing Senate trial. The lower 14-vote threshold requires support from just over half of the 24-member Senate, while a 16-vote supermajority would provide a more commanding mandate for conviction.

The advice reflects concerns within the prosecution camp about the narrowness of the 14-vote requirement and the potential vulnerability of a conviction secured by the slimmest of margins. A larger majority would provide greater legitimacy to any guilty verdict and reduce the likelihood of successful appeals or legal challenges.

The House impeachment court had previously adopted the lower threshold for conviction, representing a procedural decision that aimed to streamline the trial process. However, House prosecutors appear to view the additional buffer of 16 votes as preferable for ensuring a conviction's durability and public acceptance.

The impeachment trial of Vice President Duterte continues to draw intense scrutiny as a significant constitutional moment in Philippine politics, with the conviction threshold serving as a critical procedural element in determining the trial's outcome.
