India closely tracking U.S. Russia sanctions bill amid tariff concerns

The Ministry of External Affairs (MEA) said on Wednesday that it is closely following the progress of a U.S. Congressional bill that could have significant implications for Indian energy imports. The measure, which has already cleared the House of Representatives, would grant the U.S. President authority to levy tariffs of up to 100% on nations that continue procuring oil and gas from Russia.

India, which has significantly increased its energy purchases from Russia following Western sanctions imposed after the 2022 invasion of Ukraine, could face substantial tariff exposure if the bill advances further through the legislative process. The legislation represents an attempt by Washington to expand enforcement of its sanctions regime beyond its borders by penalizing third countries that maintain energy trade with Moscow.

The MEA's statement reflecting active monitoring suggests New Delhi is preparing for potential diplomatic engagement with U.S. lawmakers and administration officials. India has previously resisted external pressure to curtail Russian energy imports, citing its energy security needs and the principle of maintaining independent foreign policy decisions.

The bill's passage through the House indicates growing momentum in Congress for stricter measures against countries defying Western sanctions. However, the legislation still faces further Congressional procedures before becoming law, providing a window for countries like India to make their position known through diplomatic channels.
