India extends raw sugar refining, sale deadline to two months from import filing

India's trade regulator has restructured the timeline for raw sugar imports under its duty-free quota scheme, offering importers greater flexibility in processing and selling refined product. The Directorate General of Foreign Trade (DGFT) has replaced the previously mandated October 31 sales deadline with a two-month window measured from the date a Bill of Entry is filed at customs.

The revision addresses operational constraints faced by sugar refiners who process imported raw sugar into refined product for domestic sale. By anchoring the deadline to individual import filings rather than a fixed calendar date, the new framework allows importers to manage refining and marketing timelines more efficiently across multiple shipments.

The DGFT maintained other key parameters of the import scheme unchanged. The duty-free quota for raw sugar imports and the overall import cut-off date remain as previously set, ensuring the government retains control over total inbound volumes while providing operational relief on processing schedules.

The move reflects efforts to balance trade policy objectives with practical constraints in the sugar refining sector. Industry stakeholders have increasingly sought flexibility in import timelines to accommodate variations in refining capacity and market conditions. The revised terms take effect immediately and apply to all new Bills of Entry filed going forward.
