India Eyes GST Overhaul to Ease Compliance Burden on E-Commerce Sellers
The Centre is planning significant changes to GST compliance rules that could provide relief to nearly 9.5 lakh small e-commerce sellers. The proposed modifications would allow sellers to register using platform warehouses in states where they lack physical infrastructure.

The Indian government is moving forward with a comprehensive review of Goods and Services Tax regulations aimed at simplifying compliance procedures for the country's growing e-commerce sector. The GST 2.0 initiative, as it is being referred to, seeks to address long-standing grievances from smaller online retailers who have struggled with the current registration and compliance framework.
Under the proposed changes, approximately 9.5 lakh small-scale e-commerce sellers would be permitted to utilize platform-operated warehouses for GST registration purposes in states where they maintain no physical presence. This modification addresses a significant challenge for online retailers operating across multiple states, where establishing brick-and-mortar facilities is often economically unfeasible.
The restructuring is expected to reduce administrative barriers and compliance costs for small sellers, potentially encouraging greater formalisation within the e-commerce space. By allowing digital platforms to serve as registered addresses for taxation purposes, the Centre aims to streamline operations while maintaining tax compliance standards.
The compliance overhaul forms part of broader efforts to make India's tax system more vendor-friendly and conducive to digital commerce growth. Stakeholders in the e-commerce sector have long advocated for such reforms to level the playing field between established retailers and emerging online entrepreneurs.
