India faces gaps in farm identity system rollout across states
Nearly 40 per cent of India's cultivated land remains unlinked to the Farmer ID scheme, the agriculture ministry has indicated. The slow progress reflects challenges in implementation and gaps in state-level preparedness.

India's Farmer ID initiative has achieved only partial coverage, with approximately 40 per cent of the nation's net sown area yet to be integrated into the system, according to the Ministry of Agriculture and Farmers Welfare. The digital identification programme, designed to streamline agricultural administration and service delivery, continues to face implementation hurdles across multiple states.
Beyond the geographic gaps in coverage, the rollout has been hampered by administrative preparedness issues. Most states have not yet finalized standard operating procedures for categorizing different types of cultivators, a prerequisite for effective implementation of the scheme. These procedural frameworks are essential to ensure consistent application of the system and to facilitate the coordination between state and central authorities.
The Farmer ID system aims to create a comprehensive database of agricultural producers to improve targeting of government schemes, credit facilities, and insurance products. However, the sluggish adoption rate across states suggests the need for accelerated capacity-building and clearer implementation guidelines from the central government. Officials indicated that continued efforts are underway to bridge the implementation gap and bring remaining agricultural areas under the system's purview.
