India prioritises food security over ethanol fuel blending amid drought

India is tempering its ambitious ethanol fuel blending initiative to protect domestic food grain supplies as unfavourable weather patterns threaten agricultural output across the country. The decision underscores policymakers' concern that diverting crops for fuel production could exacerbate food security risks during periods of climatic stress.

The E20 fuel programme, which blends 20 per cent ethanol with petrol, has been a cornerstone of India's strategy to reduce crude oil imports and boost domestic biofuel production. Since its introduction, the initiative has generated substantial savings in foreign exchange expenditure, with government figures indicating import cost reductions of nearly ₹2 trillion since 2014.

However, El Niño conditions have raised concerns about agricultural productivity and crop availability. By prioritising food production over fuel blending targets, policymakers are signalling that ensuring adequate domestic food supplies takes precedence over energy independence goals during periods of climatic vulnerability.

The recalibration reflects the complex interplay between India's energy security objectives and the imperative to maintain stable food prices for its 1.4 billion citizens. Agricultural experts have warned that reducing grain availability for alternative fuel production could contribute to food inflation during drought-affected years, a politically sensitive issue in a nation where food security remains a paramount concern.
