India relaxes raw sugar import rules, extends refining deadline

The government has eased compliance requirements for raw sugar imports by extending the processing and sale deadline for imported consignments. Under the revised terms, importers now have two months from the date of filing their Bill of Entry to refine and sell the raw sugar, replacing the earlier fixed October 31 cutoff date.

The Directorate General of Foreign Trade issued the directive to provide greater operational flexibility to sugar refiners managing large import volumes. The new timeline-based approach allows businesses to align refining schedules with market conditions rather than adhering to a rigid calendar deadline, potentially reducing forced sales or storage complications.

The revision does not alter other key parameters of the raw sugar import framework. The duty-free import quota ceiling and the import cutoff date remain unchanged, maintaining the government's overall control on the volume and timing of raw sugar entering the domestic market. These measures continue to balance domestic sugar producer interests with refiners' operational requirements.

The move is expected to streamline customs clearance procedures and reduce administrative burden on sugar industry participants while maintaining the government's oversight of import flows into India's competitive sugar sector.
