India's efforts to attract foreign capital are being tempered by structural obstacles that persist despite recent policy reforms, a United States report has indicated. The assessment acknowledges that New Delhi has taken steps to ease certain investment rules in recent months, yet notes that American and other international investors continue to face considerable challenges when seeking to deploy capital in key sectors of the economy.

Among the most significant impediments are sectoral restrictions that limit foreign participation in certain industries, as well as caps on foreign direct investment and foreign portfolio investment in designated areas. These regulatory constraints, combined with import barriers and bureaucratic hurdles, create what the report characterises as a complex investment landscape.

Concerns about corruption risks within India's regulatory system further complicate investor calculations. The report suggests that while the government's intentions to liberalise the investment regime are evident, the implementation framework and institutional capacity remain sources of investor uncertainty.

The findings underscore a broader tension in India's economic policy: the stated desire to attract overseas capital to fund growth and job creation, balanced against protectionist instincts and regulatory caution in sensitive economic sectors.
