India's Power Exchange Eyes Market Coupling Launch in 2-3 Years

The Indian Energy Exchange (IEX) has pushed back expectations for implementing market coupling, citing the need for final regulatory approvals and extensive preparatory work. The power trading platform estimates at least 1.5 to 2 additional years are required before the mechanism can become operational.

The Indian Energy Exchange has signalled that market coupling—a mechanism designed to integrate power markets across regions—cannot proceed until the Central Electricity Regulatory Commission (CERC) issues final implementing regulations, extending the timeline for implementation by another 18 to 24 months.

Market coupling would allow seamless trading of electricity across different regional power exchanges and transmission zones, potentially improving price discovery and efficiency in India's power sector. However, the IEX management indicated that the absence of notified CERC rules remains a critical blocker to initiating the complex technical, settlement and testing framework required for such an integration.

Beyond regulatory clearance, the exchange highlighted the substantial preparation needed across multiple fronts. Technology infrastructure upgrades, settlement system modifications and comprehensive testing protocols must all be completed before any operational launch, adding to the overall implementation timeline.

The delay underscores the technical and regulatory complexities involved in harmonising India's fragmented power trading landscape. Market participants and industry observers have long viewed market coupling as a potential game-changer for improving liquidity and competitive pricing in regional electricity markets across the country.
