India to expand unincorporated enterprise survey, align with financial year
India's statistical agency is set to broaden its survey of unincorporated enterprises and realign the data collection cycle with the financial year starting 2027. The overhaul follows extensive consultations with government ministries and data users to meet evolving information needs.

India's statistics ministry has announced plans to expand and restructure its Survey of Unincorporated Enterprises (SUE), shifting from the current calendar-year basis to align with the financial year beginning April 2027. The strategic revision aims to enhance data collection comprehensiveness and better serve policy requirements across multiple government departments.
The proposed modifications emerge from detailed consultations conducted with stakeholder ministries and expert groups representing data users. These discussions identified gaps in current information gathering practices and highlighted the need for more granular insights into the unincorporated sector, which represents a significant portion of India's economic activity.
Aligning the survey with the financial year—the standard fiscal period used across Indian government accounts and policy planning—is expected to improve data coherence and utility. The financial-year alignment will facilitate better integration with other official statistics and reduce reconciliation challenges for analysts and policymakers.
The expanded survey scope will capture additional dimensions of unincorporated enterprises, including proprietorships, partnerships, and other informal business structures that contribute substantially to employment and economic output. Officials indicate that the enhanced data infrastructure will support evidence-based policymaking across sectors ranging from labour and commerce to taxation and social welfare programmes.
