Indian notebook industry seeks tariff shields, anti-dumping action

India's notebook manufacturing sector has escalated calls for trade protection measures, seeking intervention from federal authorities to counter what it characterizes as below-cost imports flooding the domestic market.

The industry representatives have formally requested the imposition of minimum import prices on finished notebooks, according to sources familiar with the matter. This move would effectively create a price floor, preventing importers from undercutting local manufacturers through aggressive pricing strategies.

A parallel demand centers on launching an anti-dumping investigation specifically targeting notebook imports from Indonesia, which the industry claims are being exported at artificially depressed prices. Such an investigation, if initiated by the commerce ministry, could ultimately result in countervailing duties on affected products.

Beyond tariff-related measures, manufacturers have also petitioned for modifications to existing GST regulations. Industry representatives argue that current rules constrain working capital availability, creating cash flow challenges for production planning and inventory management. Relief through rule changes could enhance operational flexibility during seasonal demand fluctuations.

The requests reflect broader competitive pressures facing domestic stationery producers as import volumes have increased in recent quarters. Industry bodies contend that the combination of trade protections and regulatory relief is essential to maintaining viable domestic production capacity and employment in the sector.
