Insurance brokers warn IRDAI commission caps risk job losses, rural access

The Insurance Brokers Association of India (IBAI) has raised concerns over planned commission ceilings and stricter expense limits being considered by the Insurance Regulatory and Development Authority of India (IRDAI), warning that the measures could have far-reaching consequences for employment and market accessibility.

According to the brokers' body, the proposed regulations would squeeze margins for independent insurance distributors, potentially forcing workforce reductions across the sector. The concern centers on the viability of maintaining operations in lower-income markets, where commission structures are critical to sustaining distribution networks.

IBAI argues that independent brokers play a vital role in extending insurance coverage to underbanked populations in smaller towns and rural areas where mainstream insurers have limited presence. Stricter expense restrictions could make it economically unviable for brokers to serve these markets, effectively reducing insurance accessibility for price-sensitive consumers.

The brokers' association has called for a balanced regulatory approach that maintains affordability for consumers while preserving the economic sustainability of the independent distribution channel. Industry observers note that the regulator faces a delicate balancing act between controlling costs and ensuring adequate distribution infrastructure reaches India's vast underinsured population.

The IRDAI has not yet finalized its position on the proposed changes, with further consultations expected as stakeholders submit feedback on the regulatory framework.
