The initiative reflects growing concerns over the risks posed by climbers who venture onto the peak when official facilities are shuttered, mountain services are suspended, and weather conditions are considerably more hazardous.

Under the proposed framework, climbers who trigger helicopter rescue operations during off-season attempts would be billed for the substantial costs of emergency response, including aircraft deployment and personnel deployment. Officials argue the measure serves a dual purpose: recouping expenditures for emergency services while discouraging ill-prepared mountaineers from attempting climbs when conditions and support infrastructure are inadequate.

Mount Fuji, Japan's highest peak at 3,776 meters, attracts hundreds of thousands of visitors annually during the summer climbing season when mountain huts operate and conditions are more favorable. However, the iconic volcano continues to draw adventurers and experienced climbers during closed periods, despite significant safety risks including unpredictable weather, avalanches, and isolation.

The fee system is expected to be introduced following coordination between relevant municipalities and mountain management authorities, though specific cost structures and implementation timelines remain under review. Officials hope the financial disincentive will reduce unnecessary rescue operations while ensuring that emergency resources can be deployed more efficiently across other regions.
