The establishment of the joint mechanism was formally launched at the Kuruwita Prison premises under the patronage of Attorney-at-Law Harshana Nanayakkara, who holds the portfolio of Justice and National Integration. The programme represents a coordinated effort to strengthen welfare provisions within the facility.

The mechanism has been designed to standardise and improve the delivery of inmate support services while establishing clearer lines of communication and coordination among prison staff and relevant authorities. Officials indicated the initiative addresses longstanding challenges in prisoner welfare administration.

The Kuruwita Prison facility, which houses a significant inmate population, has been identified as a priority institution for implementing the new framework. The launch marks the first phase of what authorities have indicated may be a broader rollout across the country's correctional facilities.
