KOTA BHARU — Kelantan's Islamic law enforcement agencies arrested 2,135 individuals for Syariah offences over a three-year period ending in 2025, according to official records released by state authorities. The figures underscore the scope of Islamic law enforcement activities in Malaysia's most religiously conservative state.
Khalwat cases, involving close proximity between unmarried individuals, dominated the arrest statistics during the period. The offence, which falls under Syariah law in several Malaysian states, accounted for the largest share of violations prosecuted in Kelantan during the review period.
The data reflects the enforcement priorities of Kelantan's Islamic authorities, which have maintained strict application of Syariah law across various social and behavioural categories. Enforcement activities have been a consistent feature of governance in the state, where Islamic law operates alongside civil law in matters governed by Syariah.
The arrest figures come as Malaysia continues to navigate ongoing discussions about the balance between religious governance and individual freedoms, with enforcement patterns varying significantly across different states depending on their respective legal frameworks and administrative priorities.
