Kerala Assembly Speaker blocks CM's submission on Governor's PSC move

The Kerala Assembly witnessed sharp exchanges on Wednesday as Speaker invoked procedural rules to block Chief Minister Pinarayi Vijayan from tabling a submission on the former Governor's move to remove the Public Service Commission chairperson. Citing the Rules of Procedure and Conduct of Business in the Assembly, the Speaker ruled that the House must refrain from discussing matters involving the President or Governor.

Vijayan contested the Speaker's decision, pointing to a precedent set in 2020 when then-Speaker P. Sreeramakrishnan had permitted the Opposition to move a resolution urging the President to recall Governor Arif Mohammed Khan. The Chief Minister argued that if such matters could be discussed previously, his submission on the Governor's administrative action should also be admissible.

The exchange underscores ongoing tensions between the state government and the gubernatorial office over administrative matters. The incident highlights differing interpretations of Assembly procedures regarding what constitutes permissible discussion involving constitutional functionaries. The matter remained unresolved as the Speaker maintained the procedural bar against the CM's submission.
