The Kerala Finance Department has directed all government agencies to establish robust internal mechanisms for ensuring prompt adherence to court orders related to land acquisition compensation payouts. The circular emphasizes the critical need for departments to track and execute judicial directives without delay, citing the financial and administrative consequences of non-compliance.
The directive comes as a response to repeated instances where government departments have failed to honour court-mandated compensation awards within stipulated timeframes. Such delays have resulted in execution proceedings against the state and the attachment of government bank accounts, straining departmental finances and administrative operations.
Under the new framework, each department must designate monitoring units responsible for tracking outstanding court orders and ensuring timely disbursement of compensation amounts. The system is designed to create an accountability chain within government structures, enabling senior officials to monitor compliance status regularly.
The Finance Department has made clear that non-compliance with court orders carries significant administrative and financial repercussions for the state. By implementing this proactive monitoring system, the government aims to demonstrate commitment to judicial directives while protecting state resources from further legal complications arising from delayed payments.
