The Division Bench comprising Justice Anil K. Narendran and Justice S. Muralee Krishna rejected Chovva's plea against the Kerala Administrative Tribunal (KAT) order that halted his basic training for appointment as Inspector. The court found no grounds to grant relief to the petitioner given the state's decision to review the appointment order.

Chovva had approached the High Court seeking to overturn the KAT's stay on his training, which had effectively stalled his entry into the police force. However, the Division Bench determined that the petition could not be admitted in light of the government's move to reconsider the original appointment.

The judgment underscores the court's reluctance to intervene in administrative decisions when the concerned authority has signalled its intention to revisit the matter.
