Kerala KAS rank-holders await Cabinet nod as appointment impasse continues

Kerala's KAS rank-holders remain in limbo as their appointment process faces fresh obstacles, with Chief Minister V.D. Satheesan pointing to a legal technicality during Assembly proceedings. Satheesan cited a July 27 meeting convened by the Chief Secretary, wherein it was determined that vacancies created through deputation cannot be filled on a permanent basis, effectively stalling the recruitment process.

The rank-holders have contested the government's position, noting that similar deputation provisions operate successfully in other Indian states without triggering comparable bottlenecks. Their argument underscores the feasibility of alternative administrative arrangements used elsewhere in the country.

A significant source of frustration for the aspirants is the expiration of a Cabinet approval timeline. The government had previously assured the rank-holders that the Cabinet would clear their appointments, but this clearance has remained pending for more than a month, compounding their anxiety.

The impasse has raised questions about the state's recruitment framework and its application. While authorities cite procedural constraints, the rank-holders' experience suggests the barrier may be administrative rather than insurmountable, prompting calls for a resolution aligned with practices adopted by peer states.
