Kerala panel calls for KIIFB shutdown, citing fiscal strain and irregularities

The Sudha Pillai Committee has delivered a scathing assessment of the Kerala Infrastructure Investment Fund Board (KIIFB), concluding there is no justification for its continued operation as a fund-raising and project-financing entity. The panel's findings, presented to the state Assembly, have highlighted significant constitutional deviations and questioned the financial sustainability of the fund, which has become a flashpoint in Kerala's political landscape.

The report's criticisms centre on KIIFB's structural and operational framework, with the committee arguing that the board's continued existence places an unjustifiable fiscal burden on Kerala's exchequer. The findings have raised concerns about constitutional compliance and the financial viability of projects financed through the mechanism, prompting calls for comprehensive review of the fund's governance structure.

The recommendations have triggered sharp political divisions between Kerala's ruling United Democratic Front and the opposition Left Democratic Front. Chief Minister Pinarayi Vijayan has indicated the government is considering launching a probe into the irregularities flagged by the committee, signalling potential action on the report's findings.

The KIIFB, established as a quasi-governmental entity to finance infrastructure projects, has been a subject of ongoing policy debate. The committee's conclusion that the board should cease operations represents a significant challenge to the fund's future trajectory and may necessitate restructuring of ongoing projects and financial commitments across Kerala's development agenda.
