Kerala PWD hesitant on white-topped roads despite durability gains

White-topped roads have demonstrated superior durability in Kerala's challenging climate, but the Kerala Public Works Department remains cautious about wider adoption due to high upfront construction costs. The technology offers distinct advantages for urban areas prone to heavy rainfall and intense summer heat.

Kerala PWD hesitant on white-topped roads despite durability gains

Kerala's Public Works Department is holding back from large-scale deployment of white-topped roads despite evidence of their enhanced durability in the state's demanding weather conditions. The innovative pavement technology has proven particularly effective in urban centres where heavy monsoon rainfall, elevated temperatures and dense traffic congestion pose ongoing challenges to conventional asphalt surfaces.

White-topped roads feature a white concrete surface layer over a conventional asphalt base, creating a hybrid structure that leverages the benefits of both materials. The lighter colour reduces surface temperatures compared to traditional black asphalt, while the concrete layer provides superior load-bearing capacity and durability in high-stress environments.

The primary barrier to wider adoption remains the substantially elevated initial construction costs associated with white-topping technology. Officials at the PWD have indicated that while long-term maintenance expenses and service life advantages are attractive, the significant capital investment required for installation poses budgetary constraints on expansion of the programme.

For Kerala's urban areas facing mounting traffic pressures and climate-related road deterioration, the technology represents a potential solution to premature pavement failure. However, state authorities are likely to proceed cautiously, potentially piloting additional projects to establish clearer cost-benefit analyses before committing to broader implementation across the state's road network.
