MANILA — Senator Panfilo Lacson raised concerns about the contradictory nature of the 2027 national budget consultation process involving civil society organization (CSO) representatives on Monday.
During the budget hearing, Lacson expressed the internal conflict that emerges from listening to stakeholders present their concerns. "After hearing all the grievances and problems, you can't help but ask, 'Is there still hope for this country?'" he said.
The senator acknowledged, however, that these sessions also reveal grounds for optimism. He noted that despite the catalogue of complaints, CSO representatives demonstrate genuine dedication to addressing the nation's challenges through their respective advocacy efforts.
Lacson's remarks underscore the persistent tension facing Philippine governance: the gap between documented societal problems and the collective commitment shown by various sectors working toward solutions. The budget hearings serve as a barometer of public concerns as lawmakers deliberate allocations for the coming fiscal year.
