Ladakh's Lieutenant Governor Vinai Kumar Saxena has promulgated the LAHDC Regulation, a significant administrative step that will enable the creation of Hill Area Development Councils across all eight districts of the Union Territory. The regulation was finalized in record time, with the entire process completed within six days of its initiation.
The promulgation marks a historic development for Ladakh's democratic institutions, as it establishes the legal framework necessary for conducting elections to the LAHDCs in all districts, including the newly-created Sankoo district. These councils play a crucial role in representing the interests of hill district populations and facilitating local governance.
According to the Lieutenant Governor's office, the expedited implementation demonstrates the administration's commitment to strengthening democratic processes across the Union Territory. The regulation provides the necessary statutory backing for organizing council elections, which had previously been limited to certain districts.
The establishment of LAHDCs in all eight districts is expected to enhance local representation and administrative efficiency in Ladakh's hill regions. The regulation's promulgation removes procedural obstacles that had previously prevented the formation of these councils in newly-created districts like Sankoo.
